A key change is a new online PAYE service for approximately 35 million workers, allowing individuals to manage income, allowances, and expenses through their Personal Tax Account or the HMRC app. By 2030, HMRC aims for at least 90% of interactions with taxpayers to be digital, reducing reliance on paper correspondence and saving around £50 million annually.
The roadmap also includes major investment in artificial intelligence to improve service delivery, compliance checks and fraud detection. HMRC is developing AI-powered tools for internal casework, customer support, and document verification, and will work with software developers to ensure responsible use of AI.
New services include digital self-serve options, an updated Inheritance Tax system, and a new option for parents liable for the High Income Child Benefit Charge to pay directly through their tax code. New legislation from April 2026 will also make recruitment agencies accountable for PAYE on workers’ pay when using umbrella companies, targeting tax avoidance.
To support these changes, HMRC will recruit an additional 5,500 compliance and 2,400 debt management staff over the next 4 years.
